Can this dressing stone be used to make slurry on my Belgian coticule before sharpening?

Yes, it will produce a slurry but be aware that the grit may not be the same as your coticule stone itself. It will work well for dressing and cleaning your coticule stone though. For the most predictable slurry grit to match your own stone, you would need an exact match or a small cut off piece of your own stone as a slurry stone.
