Chosera sets say they are pre lapped but these are not?

Lapping is not required. These are new stones cut from larger bench stones which were lapped and flattened to be able to produce a fine edge during sharpening. Some people prefer regular lapping and lapping of new stones for an even smoother surface but it is definitely not a requirement.
