If you're only sharpening softer steels (or steels without hard carbides in them), then regular aluminum oxide stones will be fine. They will also work for slightly harder steels. If you ever plan on sharpening any modern steels with high vanadium or similar carbide in it, then I would suggest diamond or CBN based stones.
For all-round regular steels, common kitchen knives and the occasional harder steel, then silicon carbide stones would work well.
