This would depend on the type of steel you want to finish. If it is a modern high carbide steel then it's best to stick with diamond or CBN abrasives.
If you're sharpening more basic high carbon steels, then a natural stone such as the Charnley Forest would work well.
If it's basic high carbon steel, then also have a look at the Suehiro Gokumyo 20k stone, that is a superb finisher for these steels.
