Regular mineral oil is the base of many sharpening stone oils, so yes it can be used. Either soapy water or oil can be used. The only downside about oil is the fact that you can't go back to water if you have used oil once. It deeply penetrates the stones and can never be fully removed.
It's best to start with water and see how it works for your personal preference, and then later try using oil if that's your preference.
When you use water, the stones will not be as messy as oily stones will be after they have dried for storage.
