I do not understand what this is. So all of these strops are already infused with this grade of suspended diamonds.

Just what you see. Pre-marked horse hide strops with a case that holds them. This is geared towards people who are going to run through the strops for a mirror polished bevel and don't want to get them mixed up. They look like they are designed for stroppy stuff but I don't see it mentioning the compound is included.
