No, but you'll find it's fairly simple when you use it. Here are some instructions that may help:
Attach the scissors adapter to your TSProf bar, clamp your scissors one blade at a time and draw a line with a dark sharpie marker on the edge of your scissors blade. Adjust the sharpening angle up or down until your stone removes all of the sharpie marker and then sharpen the blade one at a time on this angle. Angles will be different on each scissors blade.
To remove the burr at the end of your sharpening, you can use a stone flat on the back of the scissors blade or simply cut the scissors open and closed a few times and the burr should be removed. There is no need to sharpen general use scissors at a high or polished grit, relatively low to medium grit stones are fine as a final edge.
