I had this same issue with the V8 I just bought. Out of the box, the collar was flush with the washer at the bottom of the vertical rod, and was completely seized. I couldn't twist it loose or unscrew the endcap, but the locking screw on the collar was completely free.
I was able to un-seize the collar by rapping it firmly against the steel base of the sharpener. After a dozen good, sharp shocks, the collar has been knocked loose and can be moved freely, though it's still pretty tight (which is fine). Try to get your impacts square on a flat surface – while the collar is metal, it has a coating on it that will dent. Maybe some oils from the factory got a little gummy and glued it in place? 🤷♂️
